Family Self-Sufficiency (FSS) Program

FSS is a homelessness prevention program that helps individuals and families move from poverty to self-reliance by stabilizing family functioning. Clients work with a Life Coach to set goals toward self-sufficiency and participate in regular case management. Increasing the household income through employment and the Earned Income Tax Credit are primary focuses, as well as increasing clients' financial knowledge and skills (such as budgeting, reducing debt, establishing bank accounts, creating a savings plan, etc.) Clients who are in crisis situations may be eligible for short-term emergency food and shelter assistance. Families may also be connected with low or no-cost health insurance programs and reduced rate energy programs to help meet their needs.

Emergency Security Deposit & Rental Assistance Program (Vista residents only)

Low-income and very low-income Vista residents who are behind in their rent and at risk of homelessness may qualify for emergency rental or security deposit assistance. This homelessness prevention project assists with short-term rent payments when an individual or family is faced with a temporary economic setback that creates an immediate housing crisis. To be eligible, you must be a Vista resident with a stable housing history and have written proof of arrears from your landlord. Clients also participate in case management and financial literacy workshops to help them better manage their finances in the long-term.

Homelessness Prevention and Rapid Re-housing Program (HPRP)

In partnership with Community Resource Center and other community organizations, Lifeline offers assistance for individuals and families who are at risk of homelessness. Eligible residents of Encinitas, Carlsbad, San Marcos, and Vista may receive:

  • Connection with shelter beds, or hotel/motel vouchers for up to 30 days if no beds are available
  • Up to 9 months of rental assistance
  • Assistance with utility deposits and payments, rental arrears, and security deposits
  • Help with housing search and placement
  • Tenant counseling
  • Mediation and outreach to property owners
  • Financial education, including credit repair skills
  • Case management
